The larger neighborhood includes the smaller one. Neither count includes the selected cell.

First density threshold4 / 8

Level 1 at 4 or fewer living neighbors within radius 1.

Second density threshold13 / 24

After the first threshold is exceeded: level 2 at 13 or fewer within radius 2; level 3 above 13.

Both thresholds must be exceeded to select level 3. Equality stays in the lower level.

Density chooses one rule for each cell on each Step. That rule uses the immediate living count. All cells read the same previous field and commit together.
